Part of the 1991 revision of the Consumer Product Safety Commission (CPSC) guidelines on playgrounds was to remove the technical specifications. The specifications were then delegated to the American Society for Testing and Materials (ASTM). ASTM is a group of concerned citizens and manufacturers who develop technical standards for the manufacture of playground (and other) products. The first edition of the revised publication, Standard Consumer Safety Performance Specification for Playground Equipment for Public Use, was published in 1994. Revisions were published in 1995 and 1998. There is also an ASTM standard for home playgrounds and one for soft contained play areas (as you would find in fast service restaurants).

The National Playground Safety Institute (NPSI) is associated with the National Park and Recreation Association and is dedicated to training park and recreation professionals and others to inspect playgrounds using the CPSC guidelines and the ASTM standards. NPSI held their first training institute in 1992. They also offer certification to individual playground inspectors -- some 4,000 certified playground safety inspectors (CPSI) now exist.

The National Program for Playground Safety (NPPS) was organized in 1995 at the University of Northern Iowa with a grant from the Centers for Disease Control and Prevention. Their mission is to increase the awareness of playground safety.

They started National Playground Safety Day in 1996. NPPS has become a major information clearinghouse. Its staff researches, speaks, publishes, and provides technical assistance to consumers, professions and agencies alike. They also offer training which integrates the safety, educational, physical, and social issues of children’s playgrounds when designing, developing, maintaining and supervising.

There are other groups involved in playground safety. The American Association of Leisure and Recreation (AALR) conducts and publishes research focused on the environmental conditions which support play. Those who have developed information brochures include the National Association for the Education of Young Children (NAEYC), Academy of Orthopedic Surgeons (AOS), American Academy of Pediatrics (AAP), and the American Alliance for Health, Physical Education, Recreation and Dance (AHPERD).
