Alternate Member of the California Traffic Control Devices Committee - 1999 - 2001.  This committee is responsible for
recommending updates and revisions to the CalTrans Traffic Manual.

engineering and accident reconstruction.  Typical assignments involve traffic safety, traffic engineering and 
highway design, construction and maintenance.

2001 to 2003     Senior Engineer
Part time traffic engineering for a consulting firm serving public agencies.  Assignments included city traffic
engineer, E & T surveys, traffic investigations, review of traffic control in construction zones, signal design,
striping and signing design, and traffic impact analysis reviews.
 
LOS ANGELES COUNTY DEPARTMENT OF PUBLIC WORKS / ROAD DEPARTMENT
1998 – 2001      Assistant Deputy Director
Traffic and Lighting Division (TNL) - 1 year - In charge of traffic investigations, traffic design, traffic studies and
accident investigation for approximately 4000 miles of county and city roads and 1500 signals in the
unincorporated county and its contract cities.  As Division Head of TNL, managed a staff of approximately 119
professional, technical and administrative personnel, responsible for all traffic related matters in the unincorporated
county, and specifically assigned traffic functions in five cities.  Member of Department’s Litigation Action Plan
Steering Committee (1993-2001)
 
Operational Services Division (OSD) - 2 years - In charge of traffic operations for the unincorporated county and
its contract cities, and the Department’s warehousing, procurement and craft operations.  As Division Head of
OSD, managed a staff of approximately 300 professional, technical, craft, administrative, clerical, skilled and
laborer personnel, of which about 170 were involved in traffic operations.  Member of steering committee for
Department’s new maintenance management system.
 
1993 – 1998      Supervising Civil Engineer IV
OSD - In charge of the Technical Services Section responsible for traffic operations and electrical crafts, and the
Department’s 24-7 dispatch operation (until October 1994).  As Section Head, responsibilities included managing
the County’s signing, marking, and striping maintenance, installation and records for about 130,000 signs,
1,400,000 square feet of pavement markings, 500,000 lineal feet of curb markings and 1900 miles of striping; and
traffic signal maintenance, in-house construction and records for about 1500 traffic signals.  Projects during this
time included developing a cost saving traffic signal maintenance program, and responsibility for the traffic
operations development portion of the Department’s new maintenance management system.
 
1987 – 1993      Supervising Civil Engineer III
TNL - 4 ˝ years - In charge of the Traffic Design Section responsible for signal and geometric design and
investigations; striping, signing and marking plans; road construction traffic control plans; intersection operational
capacity analysis; accident concentration analysis; and multi-jurisdictional traffic signal synchronization.  Large
projects during this period included Los Angeles County’s First Five-year Traffic Signal Synchronization Program
involving 780 intersections on 39 routes through 58 cities at a cost of approximately $17 million, and geometric 
and signal design/interconnect for the Route 101/Parkway Calabasis freeway interchange modernization.
Land Development Division -1 ˝ years - In charge of the Road, Sewer and Water Section responsible for setting
improvement conditions and reviewing/approving development plans for road, sewer and water improvements in
the unincorporated county.
 
1975 – 1987      Supervising Civil Engineer II
TNL - 4 ˝ years - Supervise the Geometric Design Unit responsible for geometric recommendations ranging
from access investigations to freeway interchange layouts; signing, striping and marking plans; parking
investigations and designs; bicycle path and lane geometrics; and bicycle marking, striping and signing plan.
 
Road maintenance Division (RMD) - 7 ˝ years - Assistant District Engineer for a road maintenance district
responsible for maintaining over 800 miles of county and city roads.  Responsibilities included the safety
program, review of maintenance operations and plans and review of small road improvement designs.
 
1970-1974         Supervising Civil Engineer I
Various assignments in RMD, including supervision of a road design squad and a street sweeping crew,
Department’s disaster assistance coordinator, coordination of road maintenance programs and staff support
for the County Energy Commission.
 
1965-1970         Various positions
Assignments included road design, construction inspection, pavement design, bituminous and soils testing,
and highway feasibility studies to support the Highway Element of the County General Plan.
