	Significant reserve assignments included 13 years aboard Naval Reserve Force ships. This sea service 

	included two commands at sea, as Commanding Officer of USS Whippoorwill (MSC 207) and as Commander

	Mine Division 52. Held a total of seven commands as a reserve officer. Extensive experience in mine warfare

	and coastal/harbor defense serving as a member of three major staffs, including participation in numerous

	exercises. Last assignment was on Commander Naval Base San Francisco staff as a Naval Liaison Officer

	to the Commanding General, Sixth U.S. Army. Involved in providing military assistance to civilian authorities

	in the event of major natural or other disasters.  Retired on 1 July, 1994 after 30 years of service.

PRESENT POSITION:     1992 to present

Partner of Boster, Kobayashi & Associates, a consulting firm specializing in the technical aspects of traffic

engineering and accident reconstruction. Typical assignments involve traffic safety, highway design, roadway

construction, highway maintenance and traffic engineering.

EXPERT WITNESS:

Qualified in California State Superior Court in a number of different counties; in U.S. Federal District Court in

Charleston, South Carolina; and in the State of Hawaii in both the City and County of Honolulu and the County of

Hawaii. Have testified in a variety of cases on various aspects of highway safety and design.

RESPONSIBLE POSITIONS: 

From July 1989 to February 1992:

Supervising Transportation Engineer employed by the California Department of Transportation (Caltrans)

in District 4 in the San Francisco Bay Area. As Chief of the Traffic Branch, responsible for traffic safety

on the nearly 1400 miles of State highway in the nine-county region of the Bay Area. Managed a staff

of approximately 120 professional, technical and administrative personnel who performed traffic engineering

functions related to the traffic safety program on all state highways in District 4. Responsible for all signing

and most electrical design work on highway design projects in the Bay Area. Served as the primary in-house

consultant on traffic safety issues for the design, maintenance and construction branches. Testified extensively

as an expert witness in tort liability cases involving traffic accidents on the highway system. 

From July 1966 to June 1989, employed by Caltrans in various positions:

1988 to 1989:  As a Supervising Transportation Engineer, assigned as Chief of the Traffic Operations System

Branch in District 4. Responsible for the development, implementation, and operation of a state-of-the-art traffic

operations system for the entire network of freeways in the Bay Area. This system will include advanced traffic

surveillance, motorist information, and traffic management elements which will be controlled from a central Traffic

Operations Center, providing "real time" traffic management capability on the entire freeway network.

1986 to 1988:  As a Supervising Transportation Engineer, assigned as the Chief of the Highway Operations

Branch in District 4. Responsible for monitoring the performance of the freeway system and developing and

operating projects/activities to improve the performance of the existing system. Included development, implementation

and operation of capacity improvements, ramp metering systems, bus/carpool facilities, and "real time" traffic

management systems/activities. As in-house consultant to district staff, reviewed and made recommendations on

district (and other agency) proposals as to the adequacy of the geometric design and the impacts of the proposals

on traffic operations.

1979 to 1986:  As a Senior Transportation Engineer, assigned to positions in both the Traffic and Highway

Operations Branches of District 4. In the Highway Operations Branch, from March 1985 to May 1986, responsible

for the section which conducted both geometric review and systems analysis of district design and/or planning

proposals to ensure adequacy from a capacity and a traffic operations aspect. In the Traffic Branch, from April 1981

to February 1985, assigned as Area Traffic Operations Engineer for the three southern Bay Area counties of San Mateo,

Santa Clara and Santa Cruz. Responsible for safety programs and traffic operations on all state highways in the

counties. In the Traffic Branch, from November 1979 to March 1981, assigned as Signing Engineer responsible for all

highway signing in the nine Bay Area counties comprising District 4.

1969 to 1979:  As both an Assistant and then an Associate Transportation Engineer, held a variety of assignments

within the Highway Operations Branch of District 4. Highlights included: Three and one-half years performing geometric

review, including two years as Geometric Reviewer for District 4. Responsible for the review of District designs to ensure

capacity, safety and operational adequacy. One and one-half years as a field troubleshooter, investigating and developing

solutions for various congestion problems on Bay Area freeways and highways. Involved in the initial development of ramp

metering systems on Bay Area freeways. Period also included a one year leave of absence to work as a transportation

planner for Solano County in Fairfield, California, as Assistant Director of the Transportation Council.

1966 to 1969:  Assigned as a Junior Civil Engineer and Assistant Highway Engineer in a rotational training program.

Assignments included Design, Construction, Hydraulics, Right-of-Way Engineering and City/County Cooperative

Projects. Period included a nine-month leave of absence to complete a masters degree at the Institute of Traffic

and Transportation Engineering (ITTE) at the University of California, Berkeley.
