PRESENT POSITION:  August 1997 to present 
Associate of Boster, Kobayashi & Associates, a consulting firm specializing in the technical aspects of traffic
engineering and accident reconstruction.  Typical assignments involve traffic safety, highway design, roadway
construction, highway maintenance and traffic engineering.

    
RESPONSIBLE POSITIONS:
 
From January 1995 to September 1995:
Interim Director of Public Works employed by the City of Belmont. The Department of Public Works is responsible
for the city engineer’s activities including land development conditioning, implementation of the annual CIP, street
and traffic planning, operations and maintenance, storm sewer programs including NPDES activities, sanitary
sewer improvements and maintenance, transportation programs, city fleet management, and other general public
works activities.  The 25 member staff include professional engineers, administrative staff, heavy equipment
mechanics, heavy equipment operators, and road and sewer maintenance workers.
From October 1994 to January 1995:
Assistant City Engineer (Associate Engineer) employed by the City of Hercules. Responsibilities were primarily
roadway projects having State Local Transportation Partnership Programs funds including one having State
Bikeway Funds.  Consultants would perform the preliminary design, EIR and PS&E and the city would handle
the project advertisement and award. Additional projects included land development conditioning, issued
encroachment permits, performed traffic-engineering services and managed consultant contracts.
From August 1974 to July 1993:
Deputy Director – Roads Operations employed by Santa Clara County Transportation Agency.  The Roads
Operations Division of the County Transportation Agency was responsible for ensuring the integrity of the county
maintained road system including associated land development conditioning and functions as a public works
department within the agency.  With an annual budget of $20M, the Deputy Director – Roads Operations
(Executive Management position) was responsible for directing a staff of 253 positions which include professional
engineers, surveyors, traffic engineers, engineering technicians, clerical staff, electrical/electronic technicians,
heavy equipment mechanics, heavy equipment operators and road maintenance staff.  Many of the programs that
were developed and implemented during my tenure were:  Pavement Management System with MTC, Annual Storm
Inlet/culvert Cleaning Program & other NPDES Activities, BI-Annual Bridge Inspection Program, Congestion
Management Intersection Evaluation (CMA), Annual Chip Seal Program, Annual Herbicide Program, and Signal
Synchronization Implementation Program.
 
Responsibilities included representing the agency with City Departments of Public Works, Sanitation Districts,
Santa Clara County Water District, Caltrans, MTC, FEMA, State OES, various fire departments and various police
agencies.  Various roadway safety projects and consultant contracts were administered by Road Operations staff
under my supervision.
From March 1967 to August 1974:
Traffic Engineer (Senior Civil Engineer) employed by The Santa Clara County Department of Public Works.
Responsible for roadway safety and operational programs on the 750-mile road system including the recently
completed 70-mile county expressway system. Coordinated traffic engineering activities with CalTrans, 15 cities,
utility companies and various community organizations.
From January 1960 to March 1967:
Highway Design Engineer employed by the Santa Clara County Department of Public Works.  During my
engagement as a Highway Design Engineer for 7 years, responsibilities included planning, engineering and
preparing numerous capitol improvement projects, ensuring right of way clearance, coordination with 15 cities,
CalTrans, Southern Pacific Railroad Company and the various utility companies.  Roadway improvement projects
included multi-lane expressways, major arterials, rural roads and mountainous roads.
